He may be scum but I don't think he broke a law. You can be photographed in public. If you want this to stop, change the law.

I could be wrong, I don't know the local laws.

Florida is a 2 party consent state, but even in 1 party states, you can't have criminal or tortious intent. So meaning, he broke the law regardless. Girl was underage, he had pedo intent, so he has no defense
