Nah, he didn't mean strategic failure for Ukraine. He just misspoke. He instead meant strategic failure for Ukraine.

D'oh! Sorry, I mean, just the opposite: strategic failure for Ukraine!

Gawd! Did it again. He meant failure for the biggest country on earth....spelled U-K-R-A-I-N-E!
