With nothing but the arrest for cp to go on, you cant assume one way or the other. Hacking someones device and putting cp on it to discredit and destroy is definitely in the pedo death cults playbook. And with the success of Sound of Freedom and the growing acknowledgement by the normies of the trafficking, this would be a good way to destroy some lowly whistleblower.
Knowing what I know about USCP, which is considered the laughing stock of Fed LE and DC LE, and the fact that Sicknick was likely murdered for not wanting to go along with J6 narrative, my inclination is to believe this guy was compromised. If he was a known about-to-be whistleblower, I think they would have killed him vs framing him. All TBD, just an educated guess on my part.
