Why hasn't he sent in the regular military? Because he can't. He's NOT CIC.
He also has no Congressional authorization to do that. Yeah, I know he can abuse the War Powers Act, but declarations of war require Congress. He can (and has) redeployed active duty troops to Poland and Romania including a very high profile move of assets of the 101st Airborne several months back.
I'm an 80s kid which means I'm also old enough to remember hearing on the news that we were moving troops around Europe from time to time to threaten the Soviets. They'd move their assets around the Warsaw Pact countries and we'd move ours around NATO countries and shout insults at each other over the Iron Curtain. The President can do that stuff all day, but this doesn't read like that.
