There has been a massive explosion at the Dow Chemical Plant in Plaquemine, Louisiana. Emergency crews and other agencies are currently responding to the situation. Officials are urging nearby residents to stay indoors and take shelter until further notice. Although there have been multiple explosions, authorities have not detected any chemical leaks resulting from the fire at the Dow chemical plant.

If there are no chemicals leaking, then what's burning?
Its not like refineries are built out of sticks. I could be wrong, but I doubt there is much to burn at a refinery other than the chemicals.
Not all chemicals are toxic. It may be something like alcohol that will burn but the smoke or fumes may not be fatal. Even regular smoke from ordinary combustibles won't necessarily endanger a city but it can endanger people with breathing issues.
Chances are, the chemicals are probably bad and/or toxic but we won't know that until they are forced to give details. Note - if we see Homeland Security onsite then the chemicals are either toxic or can be used in terrorism.
