The D's always have to vote in opposition to someone they hate. (Trump, MTG, etc)

Therefore, have your 'most-hated' person support one position, and the D's have to vote the opposite way. Even if it's for cluster bombs.

Just a theory.

Then they should have had her come out FOR cluster bombs. Revers phycology only works if you are opposite the desired outcome. Why would the White Hats want an up vote for cluster bombs?
