Wondering if this is the lid coming off the huge military involvement with the "lily-padding" part of global child trafficking where mil locations are used along routes. It has been many years since I saw a photo of a tiny infant sticking out of the deep pants pocket of someone in camo. I will never forget it and what it must have meant.
