I have been saying for a while now that ops are ongoing under the cover of "storms".. MIL uses the lightning/thunder to obfuscate direct weapon to ground impacts.

Having control of HAARP would be necessary for the above. We will see how the rest of the storm season plays out but I feel cozy.
