It seems to me that God gave us choice, like in Adam and Eve, so it may indicate we have the choice to be good or bad, some people take the wrong choice and end up bad, really bad. The problem, today, in my opinion, is that none of them are punished for the bad choices they make--at least by man in a timely fashion.
All negative karmic debt is payed back. Your body dies, but that does not end your debt. All will be paid in full. Rest easy fren.
