This is an attempt by Walmart to rebalance their employee load. They have underutilized staff early from 8-10 am and overworked staff later. By conning customers to come in early, they avoid overworking staff later or can reassign staff to get by with less, saving them money all by changing their customers behaviors. Trust me when I say Walmart only takes action where they make money.
