Some people with cognitive disabilities or disorders sometimes need a more mellow experience. I think that's all this is.
I wish Wal-Mart would do something about people bringing in their dogs. Your dog does not belong in the grocery store unless you have a genuine disability that requires it. Otherwise keep Fido home and be a responsible pet owner.
Agree about the dogs. For some reason my local Home Depot is the go to for dogs. Maybe they do a lot of home projects, but they don't belong in shopping carts, or in checkout lines. I've seen one or two real service dogs there, but mostly just people's pets. As much as I loved my dog it never occurred to me that he needed a trip to a big box store.
If this were the case it wouldn't just be for a couple months.
