It could be a negative. Keep the good ones! Members who will not/ cannot support the Constitution for The People can be voted out when the time comes where people are not “ installed” in government.
I've thought this myself but unless there is some objective "violate your oath/the Constitution you are out" standard that is actually enforced I just don't see it. The Founding Fathers looked at gov't service as a duty not a career, and generally expected people to serve a bit then get back to their business/farm/what have you.

How do you judge which are the good ones? They may be playing their role until they are told to stab you in the back.
