Only part of the military needs to be involved. Think about the military police. They might not have been infiltrated like the lower eschelon combat soldiers. The MP's might just go into an area and begin nabbing the bad actors, while at the same time ordering the combat soldiers to stand post and not let the bad actors released. It might be interesting to hear from a soldier who's MOS is an MP.
