In the late 80s, I witnessed the govt issued bag of ground beef used to make burgers. It was a white 25# plastic sack with black lettering:
"USDA GRADE "E" BEEF - EDIBLE"
I don't know what that means exactly aside from it being more than 96 months old and typically reserved for canning or further processing.
Most of the "food" served was chucked in the trash. Most of the "servers" were morbidly obese and I witnessed them filling up their vehicles of "surplus" food on countless occasions... not only at a public school but also at church because they'd order extra for themselves on the church's dime.
