In the world of FPS gaming, there is a crucial concept called "Tank". The way it works is this:
You have a tough NPC opponent (usually a group of entities), and while you can slowly kill them all, their fire power is too heavy and would kill your players easily.
So one of the common approach is to use a very heavily armored player on your team that can withstand this assault without dying. This is called the Tank.
You move this into the position first, and aggro the NPCs until all their players are attacking your Tank. You can them move your players with firepower, usually with very low defenses and slowly eliminate the enemy without worrying about their fire.
Typically you need to do all kinds of things to ensure that the enemy is pre-occupied with your Tank, that they dont notice the real danger.
This is what Trump is doing. He is capable of accepting tons and tons of damage by the enemy, due to the trust people have in him, due to him being sqeuaky clean, and due to his personality.
All these indictments would destroy almost anyone else in his place, but he is the TANK, and these indictments do nothing to him, but as long as the enemy keeps focusing their fury on him, the WHs can move their pieces in all the chess boards without too much hassle.

Send the TANK up the middle to draw fire, while the rest flank.
Solid strategy.
But remember, it only works with NPC, because smart opponent will realise they are being tricked and switch their fire.
Thankfully, the Cabal puppets are NPCs. This is also why Trump has to act very weak time and again, to keep the fire coming.
Tank holds attention, healers keep tank standing, deeps do the damage while the support debuffs NPCs

It's more of a fantasy MMORPG thing than an FPS thing gaming wise.
Think World of Warcraft as opposed to Call of Duty. Your analogy is definitely an interesting take on proceedings.

Yep actual players ignore the tank until they've taken down the squishy spellcasters.
Thats why its super important that the Cabal we are fighting are as Dumb as they are Evil.
