Because it seems to me. Going off the movie analogy. We’re just in a part that’s just the equivalent of filler. Doesn’t particularly advance the main plot or any subplots. But is just there to pad runtime.
And of course. What the audience regards as filler. Is very rarely ever intended as filler by the Director. Because all parts of the film usually serve a purpose in the mind of the director. Even if not readily apparent or obvious to the audience and critic.
TBH though. I’ve never particularly liked the movie analogy either. Personal preference mostly though.
