I understand that the act abolished the cities of Washington and Georgetown and made a consolidated government for the entire District of Columbia, but how exactly does this affect the rest of the United States, let alone turn it into a business corporation?

A bankrupt republic from the War between the states, Greenback production permanently stalled since Lincoln's assassination (a Rothschild hire), threats of economic and military conflict from the British crown, a cowardly legislature, and a president that signed the treasonous act into law. I might add when Czarist Russia stymied the British intent to get involved in the warring states, this is when the crown (City of London) looked to exact revenge against Czarist Russia.
Based on my research, small point of order, it would be Secretary of War Edwin Stanton who was the Rothschild hire - Boothe I believe would be Stanton's hire.
Yes. Thanks. I believe it was the SoT, Salmon Chase, who came up withe the greenback idea and then the Legal Tender Act passed Congress and was signed into law. Stanton was the agent for the Rothschilds in Lincoln's Administration.
