However, the text of the memo itself, composed by lawyer Kenneth Chesebro (said to be unindicted “Co-Conspirator 5” in the indictment of former President Donald Trump by Special Counsel Jack Smith) is merely advisory and does not announce a plan.

I maybe we now know why Trump changed lawyers. Ninety percent of the people that practise that profession are worthless scumbags.

Advice - An opinion recommended, or offered, as worthy to be followed; counsel; suggestion.

Plan - A proposed or intended course of action..

How are those different exactly?

(It doesn't seem to be a quote from anyone, so just the writer of the article stating that?)
