Those aren't circular saws and they are likely part of the design to orevent seaweed from accumulating, not the governor's idea.
It sounds ignorant to call them circular saws and makes MAGA look bad. However they can certainly hurt a swimmer and they should keep clear.

WELL.... technically... they are saws in a circular shape to prevent the accumulation of seaweed.... so it is correct.... but the sheep just picture something different because of ignorance.
