The tunnels mentioned are water tunnels to both help capture and move rain water to and from the West Maui Reservoir above Lahaina in the western Maui hills. These tunnels also feed water to all the massive tourist hotels/resorts in and around Lahaina, Kapalua, Kihei, and Kahului. You can’t actually drive through them. The pictures show car tunnels, but they are just massive piped and ditch/canal type water tunnels with a side maintenance road on two of the larger ones up near the reservoir proper.
Though, I think this is interesting, could be Comms, as these tunnels go underground, have water in them, and can’t “burn” or catch fire, except for the brush that burned above ground on top. But that whole side of the island burned up due to poor fire mitigation plans. So hard to tell if this is pointing to something as nefarious as “Dumbs” or just that they burned at the same time.
