It’s clear Biden’s DOJ is installing Weiss as special counsel to give the appearance of being fair, but we all know this is a COVERUP.

It's not a statute but rather an agency regulation. It is binding against the AG, but not enforceable, only politically, and obviously they don't fear paying any political price.
