Currently the federal US govt "owns" and controls vast amounts of territory in the USA. Now, as we wake up, we are realizing that the country has been conquered by a foreign power in DC that has a stranglehold on our resources. When/how do the people regain our land?

The so called “Privatisation” of federal properties and companies in Poland after the collapse of the communism was the largest theft we ever had in Poland.
Before you repeat other’s mistakes - give people at least 1 generation time to rebuild their wealth so they can buy this land. Otherwise only the criminals and current scammers will afford, if you rush too much.
