"That" would be correct, since "that tampered" is the same as "that did the tampering." You're not defining who did it, you're stating what certain people did

The conjunction "who" is used with humans. "That" is used in all other contexts:
I yelled at the dog that crapped on my lawn.
but
I yelled at the guy who crapped on my lawn.
