I would use “that” in just those ways. Maybe an age thing? But then, I see younger people mangling grammar and spelling in posts quite often. I always assume they are ignorant due to the poor schooling many get now days.
"That" would be correct, since "that tampered" is the same as "that did the tampering."
You're not defining who did it, you're stating what certain people did
Getting serious. All CAPS.
Yeah, I don't think I've seen that before.
Yeah, he's used all caps more times than I can count...he "misuses" capitalization so often I've stopped even noticing it any more :p
He also uses the conjunction "that" instead of "who", even when referring to humans ("the people that tampered", "the ones that rigged" :)
Just some of the little idiosyncrasies that make Trump Trump—and drive the haters and anal twits crazy

Interesting irony :), but far be it from me to try to teach an olddogg new tricks!
So only if you're interested,...I shared this with another member:
The conjunction "who" is used with humans. "That" is used in all other contexts:
I yelled at the dog that crapped on my lawn.
but
I yelled at the guy who crapped on my lawn.
