What are we dealing with? CABAL? Could they be considered organized crime?

High probability NYC mafia = Cabal; NYC mafia is group of Italian crime families; Cabal is a group of 13 families engaged in organized banking crime & usury, maritime law fraud, and trust law theft, reportedly from Northern Italy. NYC mafia is likely just one branch of the Cabal.
Cabal obviously infinitely larger than some mickey mouse mob operation in comparison.
However, I believe the no such agency, Space Force and military resources available are also proportionally larger and certainly more sophisticated than whatever NYC had in the 70s and 80s.

And this take down has been in the making for much much longer I think. Probably somewhat proportional to the problem.
