Lahaina looks like a one road in and out situation. In a hurricane prone island, why wasn't an alternate road added for evacuation?

Lahaina is on the coast of West Maui, with most of West Maui occupied by forest reserve and mountains. Why did the fire burn 2500 acres mainly on the coast and not rage out of control through the forest?
