I know this might sound difficult, but if you stayed and fought the compliance it might be better. But then you have to think, fines, charges, jail time, court appearances, and lawyers fees (unless they would represent you gratis). Maybe the move would be less costly.
I know how much the taxes are, my in-laws lived there from 2006 until 2015. The last few years of my father-in-law's life he was able to escape the taxes because his pension from the military was a "total disability".

My sister moved there a few years ago, she likes it, except for the one tornado that hit the other side of the street they live on-everything has been fine. Good luck to you and yours on the move and settling in!

I hate to tell you that PA is the land of taxes.
Other than the people who are very nice here there is no redeeming qualities.
