Maybe they're interested in a new 'Smart City'? The way to Utopia first requires a rather large and unannounced burn, I've heard? Well Hot Dang! Would've never guessed!!

Smart city on the way in Austin though. Probably willing to do it voluntarily. Not necessary to burn them out. Unlike the Hawaiians.
