yes I think many will comply because it will extend the summer vacation, they'll get more sick days & perks, giving up freedom for short term rewards. i know teachers that would love another lockdown rather than going back to work in the fall.
The slimy mayor in my very blue town will belly up for all that cash, just like she did last time. It's all about the benjamins for them.
