They have been since oil was first taken out of the ground and made into gasoline 150ish years ago by John D. Rockefeller (he wasn't technically the first, but he was the most dominant among the first).The price of literally everything on the planetis decided by the PTB. AFTER a price change is decided, some show is put on to give the public a reason to believe the "need" for the change in price.
All the worlds a stage, and economic choices are the strings that move the puppets (us) on it.

Prices have nothing to do with supply and demand, or rather, you are putting the cart before the horse. A price is decided, supply is manipulated through false flag operations (or often just the illusion of "supply change" is created by propaganda), price adjusts according to the plan.
