Good that you weren't referring to Soros-funded voting. I've never seen this in the Cloward-Piven papers. It deals with 'overwhelming' the welfare system with immigrants. Nevertheless, I believe you are referring to Lawfare, which is more of an Alinsky-Marxist tactic they used on Sarah Palin. The ranked-choice voting implementation was another ploy that worked against her too. This has been well-reported on.
