I've followed (and used) this technology for a long time.
20+ years ago, there was a piece of software called, FaceGen which allowed you to take 3 photos of a face, then it would generate a low poly 3D mesh by comparing certain data points (corners of mouth, center of eyes etc) to a database of 10k faces/skull shapes, until it created a close enough match.
You could then use sliders in the software to age, alter emotional expressions and even change the race of the person. I believe you can still acquire the software. It was originally developed for police sketch artists, but found it's way into the hands of artists that do digital fabrication. Now fast forward a bit ... and advances in cheaper 3D scanning devices (time of flight like this video shows... cheap $20 Xbox sensor - similar results), structured light (like Artec Eva shown) and photogrammetry, coupled with animation software - allows even a teenager to leverage this technology and create amazing results with relative ease. Add in the Unreal engine or similar and you can create entire realms with amazing photorealism and impressive advanced physics.
You can put morph targets on practically anything and make it move, talk and interact in nearly endless ways.
So yes... this tech can be used to yank our chains and fool us. But... it's certainly nothing new and I'm certain that intel agencies have tech that makes this look like the PlaySkool version...
