Also your interpretation is a little off imo.

It’s three seperate statements

Who he is aiming the gun at - RWB - SPRAY

Doesn’t saying he is spraying red white and blue.

It’s highly theorized based on the word WHO (a person) Obama is aiming a GUN at.

RWB - SPRAY in this theory could mean the military red white and blue patch and the name SPRAY.
