In other words. If you can get close enough to a bird to salt it. Chances are you are eating it and it infact, can't fly.

I don't know if it works but it's an old saying meaning you're trying to prevent someone from doing something and that's where it came from. The Dems have been trying to salt Trump's tail since 2015.
