I'm pretty sure this one is a coincidence. Not everything is coms and the DOD owns every IP address that begins with 11. It's literally reserved for it by law.

You're not wrong here. DOD owns 231 million ipv4 addresses and the entire 11.0.0.0 range.

So the next logical step would be to see the inmates processed into that jail right before Trump was, to see if the inmate numbers are random or sequential. If random, it would be more notable. If not, not notable imo
