Did she specifically say 737? I can’t recall. There’s quite a few models of plane with larger cargo capacities.
And if they were willing to play loose with the rules. They aren’t really limited by official Cargo space. But rather Maximum takeoff weight.
So theoretically. They could carry more then 23 tons.
