In 2015, Tonya Ugoretz was the first director of the Cyber Threat Intelligence Integration Center in the Office of the Director of National Intelligence. Is the implication Ms Ugoretz discovered, reported, and inserted the Chinese link to HRC's server(s) into the PDB?

She has since been replaced by Erin Joe, the second director of CTIIC, who had been working for GOOGLE while also a special agent of the FBI and a Senior Executive Service (SES) member.
