It's not about regular news media. It only applies to media produced by the BBG, which I just learned is now called The U.S. Agency for Global Media. This are the folks who produce Radio Free Europe and other stuff for outside the US.
This law lets people REQUEST shows/articles they produce. Previously you couldn't even FOIA this.

The law also explicitly prohibits "influencing" inside the US.

I think one of the reasons they created this law was the BBG was one of the few places Somalis could get accurate news about Somalia. But the Somali immigrants in the US could not access that info.

I do believe the State Department holds great sway on what the news media reports. (Look at the recent Tucker clip saying the media disnt report Obama as gay, just to keep their access, as an example) I do not, for one second believe, no funds have been spent to influence the American public

"a key element of persuasion and is used at the local, national

Unless you're getting your news from those sites there's nothing that affects you. People saw the world propaganda and got all bent out of shape.
