Who is it then, that can fire these DOJ scofflaws? And, why aren't they doing it?
They can be impeached by the House or removed from office by the President. “The President, Vice President and all Civil Officers of the United States, shall be removed from Office on Impeachment for, and Conviction of, Treason, Bribery, or other high Crimes and Misdemeanors.” — U.S. Constitution, Article II, section 4
The Constitution gives the House of Representatives the sole power to impeach an official, and it makes the Senate the sole court for impeachment trials. In other words, the House tries the offending official, the Senate convicts and imposes penalties.
Impeachment requires majority vote in the House and conviction by the Senate requires a two-thirds vote.
The House has been in Republican hands for about two years, but the Senate still would need to convict for the impeachment to stick.

I thought the House has been Republican for less than a year.
