I am not thinking "microwaves" (wavelength chosen to excite water molecules) but something of a wavelength to excite metals - same mechanism as an induction hob, or maybe the emitter cycles through different wavelengths to heat different metals.... This doesn't account for the blue thing though.
I lived in Eugene Oregon in the mid 80s and remember distincly the news of a microwave 'cloud' covering a large area of land and in the summer, the electric baseboard heaters were buzzing all the time from the microwaves that were drawn to the heater like an antenna. I got outta there quick..
