There is nothing to stop the Elders on Maui to be present amongst the Fema or Gov agencies that has cordoned off areas of the Island. Didn’t they lose tribal rights by becoming a state?
Do other indigenous on the mainland lose rights in their reservations?
No.
In fact it is illegal for anyone to be on their land unless given permission by the tribe, to include Feds of any type.
Yes, there are loopholes with respect to emergencies extending beyong borders but in general practice its a no.
IIRC, all "tribal land" is simply a long term lease to the tribe from the gov. And we all know how well the gov keeps promises.
