He did not "Deactivate" Starlink. It was never activated in the first place.
Thus is the beginning tweet of a very interesting thread on X in my opinion. Elon responds to this post, and states what I said at the beginning of this comment.
Many people living on sailboats around the world are currently using star link. Especially the ones who are supported by their YouTube channels through their videos. They need the extra bandwidth. They also experienced a shutdown during the summer, one not announced to them. Many were talking about the down time and how it affected their ability to up load videos.
Think about this scenario happening. It's a possibility. What if one satellite is pushed out of orbit, hits another, then a cascading affect takes place and all orbiting satellites are destroyed.
Kessler Syndrome
The Kessler Syndrome is a theoretical scenario in which Earth's orbit is overpopulated with objects and debris, preventing the use of satellites in certain sections of Earth's orbit. In this scenario, space pollution is perpetuated by collisions between orbiting objects, creating more debris and thus creating a domino effect of future collisions. This theory was put forth in 1978 by NASA scientist Donald J. Kessler in a paper titled "Collision Frequency of Artificial Satellites: The Creation of a Debris Belt."

I have a question: Why do (according to Elon) his Starlink satellite have 'lasers'?
Likely for point to point communication at low power.
