Contract out incarceration to African prisons. It would be cheaper than the luxury of our American iron bar hotels, and an extreme deterrent.

The bullshit would shut down almost immediately. Violent criminals, repeat offenders; we don't care if you make it back. The sentences should be long and the conditions will be harsh enough to be live threatening.
