If a foreigner ends up on the OFAC list by Treasury and hires a lawyer to fight for removal, the lawyer needs to get a license from Treasury for the purpose of receiving payment from a listed person, otherwise the lawyer can be prosecuted for violating sanctions.
Starlink would need a specific license from Treasury to do business in Crimea.

Musk refused as it would give NATO the means to attack the Russian Fleet in the Black Sea. Musk did not want to be the one to provide the conditions to set off a nuclear war.
