Gov. Michelle Lujan Grisham on Friday announced a new public health order that, she said, will ban people from carrying firearms, either open or concealed, in Albuquerque and throughout Bernalillo
She is violating constitutional right of people in area under her order. She should be guilty of 18 U.S. Code § 241 - Conspiracy against rights.

I don't see anything in there that grants the governor authority over actions of the people directly. As governor, she can only give orders to her own departments.
It may read like it applies to everyone, but legally, it doesn't have the force of law. People are misinterpreting this, but also I think they probably will try to enforce it on everyone because no one understands the law.
