It's an executive order, which means it only applies to government employees.
No, she’s routed it through other health statutes passed during the pandemic.

I don't see anything in there that grants the governor authority over actions of the people directly. As governor, she can only give orders to her own departments.
It may read like it applies to everyone, but legally, it doesn't have the force of law. People are misinterpreting this, but also I think they probably will try to enforce it on everyone because no one understands the law.
