Exactly. The Governor doesn't rule over the people; but rather the people rule over themselves via their elected legislators.

Another point, city ordinances don't apply to the general public, but rather to city lands, property, and people licensed by the city. To say otherwise would mean they are laws and the city is usurping the authority of the legislature.
