Is the FBI themselves setting fires or hiring BLM and ANTIFA to do the dirty work?

The latter. They don't need to get their own hands dirty when they have sanctimonious, drooling left-wing knuckle draggers ready to virtue-signal it for them, who can be paid or blackmailed into it.
