Devolution == TRUE based on publicly available FACTS.

Trump is still President == a GUESS about one aspect of Devolution that can't be proven. Whether this GUESS is correct may NEVER be publicly known.

Anyone presenting this GUESS as true will hopefully activate Q's famous warnings, "Beware who you follow".
