Don't know about the US but where I'm at you can sign a fixed kwH price contract(usually 3 of 5 years), most companies don't actively advertise(or at all) this possibility but they are generally happy to have that option as it guarantees a absolutely predictable income for them and the kwh price of a contract period is set to even out any expected price fluctuations, which they in the long run profit from as much as the buyer does in regard to predictable monthly bills.
Yes, you will at times pay moire pr kwh than others do but at times you will also pay significantly less so over a 3 or 5 year period it all evens out, and you will get no shock half your spare money power bills as the only fluctuations will be seasonal changes in your power-consumption.
I have been doing this for decades and unlike other people I never have any power-bill issues and never feel a need to save money by using less power as I can used it as/when needed without any worries...
